I have a new tutorial on filters but it only "describes" analog filters, it does not talk about design. There is a book I like on filter design, it is by Rich Lyons and its on list of recommended books. Another book is called "Electronic Filter Design Handbook" by Arthur Williams which is excellent for analog filter design. This is a field that has a lot of cookbook data and you really need a handbook. Or of course a good software such as Matlab with Filter design ToolBox.
