Where did you get these terms? The only one I can guess here is Ec/I0 - the numerator is for a digital bit stream where Ec is the energy of a coded bit, I0 is interference or noise, perhaps similar to Eb/N0. So if a baseband data is at rate 1 bps. then coded data for rate = 1/2 is at 2 bps. The bit nergy for the coded bits (which are at 2 bps) will be half of what it is for Eb or uncoded bits.

There are so many acronyms these days ... here are a few thoughts
CAI - Common air interface e.g. CAIs such as CDMA IS-95, CDMA 2000, UMTS, GSM, TDMA IS-136 and OFDMA
Finger - are you referring to a "finger" in a rake receiver?
FER - Frame Error rate (used as a metric for Base Transceiver Stations BTS) . Can be used (amongst many other things) by the BTS to determine if it needs to tell a mobile to increase its transmit power in order to meet quality of Service requirements (QOS)
