Noise decison unit

I am new here.
Well,I would like to know how to implement variable-threshold decision unit in FSK modem.Basic idea is to find the amount of niose in the line at any given moment.Is it possible..?
I am working on power line communication and have to implement variable threshold decision unit on demodulation side.

I want to know freom u, what is the hw mecahnism you are using to detect the noise power momentarily?
I think it is quite possible using some adaptive alogrithm, but i need to know some more details about your system. If u can give me , may be i can help you further?
